Organizations oppose establishment of ITBP firing range
ITANAGAR, Sept 11: The Durpa Village Welfare Committee is opposed to the establishment
of the proposed firing range of 10th Bn ITBP at Durpa-
In its letter to the DC, it claimed that the firing range is being used without 'notification' for such practice, thereby affecting life and liberty of over 500 local residents therein and also violating the Right to Property of the residents of village. As per the 'The Manoeuvres, Field Firing and Artillery Practice Act 1938', and 'The Works of Defence Act 1903' (Act VII of 1903), the areas could be notified by a State Government, subject to the provisions such as giving notice before three months while conducting any maneuvers. The Acts stipulates further that no area may be notified more than once in three years, domestic animals be moved before the manoeuvres, compensation be paid to the inhabitants or loss of crops and damage to property etc.
However, on the contrary, without complying with the revisions of law, the 10th Bn ITBP Battalion is carrying out firing practices at Durpa Village in an arbitrary manner thereby affecting life, the committee claimed. It has further come to our knowledge that the said land arbitrarily used as firing range by 10th Bn ITBP is now proposed to be acquired by the State Government for establishment of firing range which will endanger the life and liberty of local villagers who use the area to collect firewood, forests products, grazing of domestic animals and cultivation', the letter read.
The All Kimin Youth Welfare Association (AKYWA) is also of the opinion that the proposal should be cancelled.

DRDA governing body meeting
ROING, Sept 11: Arunachal East Parliamentary Constituency, Member of Parliament Ninong Ering has expressed dissatisfaction over the poor implementation of MGNREGA in the district which comes to an average of 10 work days only.

Gorkha students urged to concentrate in studies
ITANAGAR, Sep 11: One of the most vibrant communities of state, Gorkhas also known as Nepali have been contributing for the development of Arunachal since time immemorial. However off late, large chunk of Nepali population has been migrating back to their place of origin. Gradually the population of Gorkha is decreasing and those remaining ones are struggling to make their presence felt in the new Arunachal society.
As part of the efforts of young Gorkha people to have better interaction with fellow Arunachalees, the Gorkha Students Union of Dera Natung College yesterday organized an event in a city hotel where new students were welcomed.
Besides Gorkha students, the programme was attended by students from other tribes of Arunachal. Chairman of the Gorkha Students Union of Dera Natung College Shayam Ghatani informed that around 200 Gorkha students from Arunachal and neighouring Assam are pursuing further study at DNG College. "We organize such interaction programmes to get to know each other and to develop better relation with fellow Arunachalee students," he informed.
Er Bishnu Prasad, general secretary of All India Federation of Voluntary Organisation (AIFVO) and one of the senior members of the Gorkha community, while addressing the students urged them to concentrate in studies to make better future. ZIRO, Sept 11: The Apatani Youth Association (AYA) yesterday organized an interactive meeting with all the principals and headmasters of both government and private educational institutions in Ziro Valley in connection with growing trend of drug abuse and alcoholism among the youngsters.
Participating the meeting, Tumme Amo, Superintendent of Police Ziro while observing that 'alcoholism, drug abuse, HIV/AIDS and crime' correlate to each other, he suggested every stakeholder to nip these four social diseases in the bud.
He also urged all the stakeholders to cooperate the district administration and the police in identifying the drug peddlers adding that they should inform police officers immediately when there is any law & order problem at their area or any suspected case of drug peddling.

ITANAGAR, Sept 11: While responding to the news capsule published in this daily with photos recently regarding leakages in water supply pipelines in some areas of capital region, the PHE department has inspected the water supply system in various location and detected many leakages. This was informed by the PHED engineer Tamchi Syam in a release.
He further informed that the department has constituted a leakage team to identify more leakages and for renovation of the same.

Awareness workshop on VAT registration held in Tirap and Longding
KHONSA, Sept 11: Awareness workshop for DDOs on Arunachal Pradesh Entry Tax Act & Arunachal Pradesh Goods Tax Act (Registration, Payment, Returns and TDS on VAT) was held here at DC's conference here today. The workshop was organized by the Tax & Excise department.
Speaking on the occasion, Deputy Commissioner, Kamlesh Joshi called for ways and means for improvement of revenue collection in the district. He urged the DDOs to follow all the provisions under the Arunachal Pradesh Goods Tax Act and Rules for proper revenue collection for the state. He further asked the DDOs to award contract/ supply works only to those firms who are having proper VAT Registration Certificate and also to ensure release of payment only after applicable tax dues are paid. The DDOs should issue necessary certificates under the provision of Act & Rules of Taxation in respect of Tax deducted at their end to the contractors/ suppliers on being approached, the DC said.
Earlier, Superintendent (Tax & Excise ) S Wangpan briefed all the members present about the APGT Act & Rules specifically about Entry Tax, VAT, TDS under VAT.
Similar workshop was also held on Sept 5 at Longding, Sept 6 at Kanubari, Sept 8 at Deomali, Sept 10 at Khonsa for dealers and public leaders in which their doubts regarding VAT, Entry Tax & TDS on VAT was clarified. AAPACO seeks infrastructural Dev. for check gate
ITANAGAR, Sept 11: The All Arunachal Pradesh Anti Corruption Organization (AAPACO) has demanded infrastructural development at Gumto Police Check Gate including installation of a landline phone.
In its letter to the state home minister, it said that the check gate do not have landline phone which makes it difficult for it to be accessed by people.
The check gate is being manned by APP and IRBN whereas the gate being the main entry point to the state Capital should be manned by CRPF personnel till opening of the NH52(A), the letter read.
Exhibition cum consumer awareness programme held
SEPPA, Sept 11: The Exhibition cum consumer awareness programme organized by the department of Legal Metrology & consumer affairs was conducted at Seppa yesterday. Speaking on the occasion, Deputy Commissioner Sandeep Kumar Singh said that consumers need to exercise their rights at the time of purchasing commodities and pay extra care regarding the expiry date especially in food and medicines items.
He said that rate fixation can be done in perishable items with regulatory frame works but nothing can be done on MRP items. He also said that verification of petrol pump is necessary and surprise checking shall be carried out from time to time in this regard.
FAO said that consumer awareness is an important aspect for all the consumers in order to know their rights to check the illegal activities of the traders. The legal metrology department needs to strictly implement the Act/ rules enabling the traders to follow and abide by the rules, he added.

Dear Editor,
While on one hand we read about the achievements of women in CWG, in political arena, they travelling to the moon, and conquering other important aspects of our society, on the other, we read of rape cases on a daily basis.
Arunachal Pradesh ‘a land of peace and serenity’ is now blanketed by a deepening darkness in the form of crimes.
We hear it from our parents how peaceful and minimum the crime ratio was in their youth, but now we hear of devilish activities, rape, murder, kidnapping, so chilling to the bones. Their next target could be our loved ones, as in the recent case of a 35 year old woman who was brutally raped and murdered; dark day that could never be forgotten by the family as she was their daughter, a sister, a wife and a mother to three beautiful children. But she knew not, that she was curse to be born as a girl. She never knew her faith would rest upon that demon. She never knew that she would never meet her children again nor her family.
If such cases will continue to transpire in our society, I being a girl myself would not want to be a mother of a baby girl in future.
Should we stop going out quivering and shivering of the torment that could occur or would the punishment to culprit bring the bereaved soul back to life?
Can it erase the pain and humiliation one has to suffer in society and family? Could it vanish the trauma the family undergoes? The physical injuries can be healed with medications but what about the broken soul and the mental agonies? The victim is scared for life and neither the victim’s life nor the family’s life will be normal ever again. Who is going to heal them? A doctor, a minister or a police officer?
Why such barbarous beastly brutal act?
We’re living in the 68th Independent year of our country but here again a question arises. Are women really free and safe in the society we are living in? Mahatma Gandhi who felt insecure for the daughters of the nation, once truly remarked that “The day a woman can walk freely on the roads at night, that day we can say that India has achieved Independence”. Witnessing such degrading conditions of the law and order of the state security, one can say that the doomsday is not far.

Is Legal System and Judiciary failing us ?

I not amused or happy when Honourable and DGP declared that strict action shall be initiated against the culprit and exemplary punishment shall be awarded. Till today, I had not heard of any culprit being punished by CM, HM, DGP, Police, DC etc except judge of a court. I appeal to all dignified and responsible persons not to give such comment just to fool and appease the illiterates and uneducated public.
Any learned and educated people know that culprit can only be punished by a judge of a court. Judgment of court cannot be influenced by anybody.
I am satisfied with the police, which had done everything possible. I am also satisfied
with the Chief Minister and his Government, who had put all-

I appeal to CM, Honourable Ministers and all MLAs to enact law to give tooth and sharpness to legal system. You had been elected by us to enact law for us. I appeal to you all, to at least go through the written constitution of India, through which 3 branches had been created to run the business of Indian union viz Judiciary, Executive and Legislature. I feel that legislature had forgotten their duty and are trying to marginalize the roll of executive. Can’t legislator shun from all other activity of union except legislation? Can’t CM and PM be directly elected by voter to avoid groupism for capturing power? Can’t CM and PM be given enormous power for development of the nation? We don’t have to worry for power to CM and PM. We had given the legislators enormous power to check them by legislation. This can be achieved by keeping the activities of CM and PM completely separate from legislator.
I am appealing through this letter to express my anguish over kidnapping and killing of Mr Chako and happening of similar incident in Arunachal Pradesh. Here criminals are roaming free and without fear, because Legal system has failed us miserably.

Deteriorating education system in Singa-

The deteriorating educational scenario in Singa-
The Govt. Middle School Singa is presently run and managed by two Assistant Teachers only. The school should have atleast five junior teachers to properly run and manage the school.
Due to shortage of teachers, students are facing hardship as the school is not functioning properly and with no option, some of the students have already took admission in other schools.
Apart from this, the teacher quarters and boys and girls hostels are also in dilapidated conditions which need immediate renovation.
More over the government has issued computers to various schools in the state but

Your daily issue on 28 august had an item about a vehicle accident near Doke village
on the Basar-
I would like to mention here that one Gopi Reddy of Likabali PWD circuit house presently working at Gensi PWD IB was also in the ill fated vehicle and seriously injured. He was left alone at Basar hospital as he had no guardian while the others were evacuated immediately. A day later, his relatives at Likabali IB on getting the news, rushed to Basar and Reddy is now undergoing treatment at Dibrugarh. Now why was he not brought to Likabali with the others? Was he not travelling with the family or was a total stranger? Upon that in the press release only the family trio had been mentioned. Is this discrimination as he is a non APST? Mr Gopi Reddy is known by all VIPs, leaders, officers visiting Likabali IB for his famous Yesudas songs and smiling face with an “Anna” in his lips. Let’s treat all humans as equal and pray for the quick recovery of all the injured.

The Contractual ANM Welfare Association (CANMWA) extends its heartfelt gratitude to Kaliko Pul Minister, Health and Family Welfare, for his endeavour in creation of 214 post of ANMs. The creation of ANM post is the long felt demand of the Contractual ANM serving in various parts of the state under NRHM programmes. The Association hopes that under his able leadership the Health Department would touch a new height in terms of development and service to the people.
It is pertinent to mentioned here that since 2005 the government has not created any post of ANM in the health department which lead to huge number of unemployment. Further, the selfless service rendered by the Contractual ANM serving in various part of the state has not been recognized and appreciated by the government till date despite of several memorandum and representation to the Government. But this time the Minister has heard our demand in length and fulfilled our long felt demand within a short span.
The CANMWA also appreciate the role of the Chief Minister in creating the various post and his commitment towards the Health Department.
Nursing profession is a noble job and we should discharge our duties with full sincerity and dedication leaving no stone unturned in carrying out the motto set forth by Florence Nightingale, all time nursing idol.

Two leading journalists' bodies on Thursday expressed shock and concern over Telangana Chief Minister's statement. Editors Guild of India and News Broadcasters Association issued separate statements in which they said Rao's remark was a direct attack on the freedom of expression. Press Council of India (PCI) chairman, Justice (retd) Markandey Katju termed the comments made by Rao with regard to the media as "highly objectionable and totally unacceptable in a democracy". Telangana CM should concentrate in governance instead of wasting time in issuing threats to media. He should learn to accept the criticism as its duty of media to be watchdog of the society. History shows that whosoever tries to muddle with the functioning of media often have to pay price for it.
